The old town and the new districts are not the same job
Petrer forms a conurbation with Elda but keeps a very different old quarter: narrow streets climbing below the castle, terraced houses with thick walls and access a large vehicle will not take. Renovating there means planning how materials get up, and saying so in the quote rather than discovering it on day one.
The expansion districts are another matter: blocks from the seventies to the two thousands, newer installations and more predictable faults. Same company, two ways of working.
